SECTION 00 11 13 NOTICE TO BIDDERS

PROJECT: VAN DIEST MEDICAL CENTER FORT DODGE CLINIC, TO BE LOCATED AT 2419 2nd Ave. N, FORT DODGE, IA 50501 
BID DUE DATE/TIME: OCTOBER 10, 2024 at 1:30pm at Van Diest Medical Center, 2350 Hospital Drive, Webster City, IA 50595.  

Sealed proposals for the above project will be received, publicly opened, and read aloud at the time and location stated above. Proposals received after the deadline for submission of bids as stated herein shall not be considered and shall be returned to the late bidder unopened.

Sealed bids will be received by Van Diest Medical Center, 2350 Hospital Drive, Webster City, IA 50595 on or before 1:30pm on the 10th day of October 2024 and opened at 1:35pm the same day in the Van Diest Medical Center’s Café Conference Room 1311 at Van Diest Medical Center, Webster City, for furnishing all labor, materials, and equipment required to accomplish the construction described in the specifications, indicated on the plans, and according to the anticipated schedule. The proposals will be presented to and considered by the Board of Trustees of the Hospital during a special board meeting at 12:30pm on October 16, 2024. The Board of Trustees will review the proposals and act upon at such time and place.

DESCRIPTION: The bids are for a Single Prime Contract (general, mechanical and electrical combined) for a renovation project at the Clinic’s facilities located at 2419 2nd Ave N., Fort Dodge, Iowa, to include, without limitation, an approximately 6,900 square foot renovation of the existing building. The Clinic building is anticipated to have 4 private offices, 15 exam rooms, x-ray, and limited lab. Exterior scope of work is anticipated for new paint, removal of existing canopies, exterior signage & lighting, and removal of two existing doors with new storefront window replacement. 

The estimated cost of construction for the Project is $1,200,000.

PRE-BID: A pre-bid meeting will be held September 19, 2024 at 1:00pm at 2419 2nd Ave. N, Fort Dodge, IA.   Attendance is recommended but is not mandatory. Questions may be submitted in writing to the architect for review and clarification by addendum, if required. Addenda will be issued electronically to all known plan holders.

Work is anticipated to commence upon award of contract or Notice to Proceed, as set forth in the schedule in the Bidding Documents, and be substantially complete by March 2025.

Iowa Reprographics: Bidders may obtain copies of plans, specifications, and other contract documents from Iowa Reprographics, 3 College Ave Unite 3, Des Moines, IA 50314, upon deposit of the sum of one hundred dollars ($100). This deposit will be refunded upon the return of bidding documents in good condition within thirty (30) days after receipt of bids. Master Builders of Iowa deposit cards will also be honored.

BID SECURITY: All bids must be accompanied by bid security payable to OWNER in an amount equal to at least 5% of the highest total amount including Add Alternates. The bid security may be in the form of a Certified Check, Cashier’s Check or a bid bond executed by corporations authorized to contract as surety in the State of Iowa. The bid bond shall be executed by the Bidder on AIA Bond Document. Bid security shall be in a separate envelope with the sealed bid and shall be forfeited to the Owner as liquated damages in the event the bidder fails to enter into a contract and furnish a bond within ten days after bid has been accepted. No Bidder may withdraw bid at least thirty (30) days after the scheduled closing time for the receipt of bids the 10th day of October 2024.

The successful Bidder will be required to furnish and pay for satisfactory Performance Bond and Labor and Material Payment Bond in the amount of 100% of the Contract Price. Bond to be issued by a responsible surety approved by the Board of Trustees of Van Diest Medical Center.

The Notice to Proceed will be issued following acceptance of the executed Contract by the successful Bidder and the requisite Performance Bond and Labor and Material Payment Bond and insurance certificates, and a determination by the OWNER that is secured permanent financing for the Project. All work for this package shall be completed within the given schedule.

The Owner reserves the right to reject any or all proposals or to waive technicalities or irregularities and to accept any bid which will best serve the interests of the Owner. By virtue of statutory authority, a preference shall be given to products and provisions grown and coal produced within the State of Iowa.
